Bruce hoffman, FOUNDER & president
Bruce Hoffman’s interest in environmental stewardship and energy efficiency began in the late 1960s while studying geology. He participated in the first Earth Day in 1970, an experience that helped shape a lifelong interest in finding practical ways to reduce energy consumption and lessen the environmental impact of the built environment.
Early in his career, Bruce recognized that while environmental responsibility is important, lasting solutions also have to make financial sense. That philosophy became the foundation of his approach: helping organizations reduce operating costs while improving efficiency, building performance, and sustainability.
Gulf GeoExchange & Consulting Services, Inc. grew from that vision. Bruce founded the company around the belief that environmental responsibility and sound business decisions do not have to compete with one another. By identifying practical, cost-effective improvements, Gulf Geo helps clients lower operating costs, improve their facilities, and reduce unnecessary energy consumption.
Over the course of his career, Bruce has worked across a wide range of disciplines, including facility management, hazardous environmental remediation, waste-to-energy plant design, geothermal systems, solar energy plant design, bioremediation and waste-reduction programs, LED lighting conversions, and mechanical system upgrades. His broad technical background and decades of hands-on experience continue to shape Gulf Geo’s approach to solving complex facility and energy challenges.
More than 30 years later, Bruce remains committed to the same principle that started it all: solutions that are good for the environment can also be good for business. As he likes to say, “It works!”
Clare LEROUGE, director of operations
Clare Hoffman LeRouge has built her career across multiple facets of the energy efficiency, engineering, and building services industries. Her experience spans consulting, electrical, engineering, and investment firms, giving her a broad understanding of both the technical and operational sides of the industry.
As Director of Operations at Gulf GeoExchange & Consulting Services, Clare oversees the company’s day-to-day operations and manages projects from contract award through successful completion. She works closely with clients, government agencies, subcontractors, vendors, and field personnel to coordinate scheduling, procurement, compliance, and project execution. Known for her organization, responsiveness, and attention to detail, Clare takes pride in keeping complex projects moving efficiently and delivering quality work on time—and often ahead of schedule.
Clare began her career in New York City after graduating from the University of Georgia, joining an energy efficiency consulting firm in an administrative role. Her interest in the industry quickly grew, and she began developing energy-auditing tools that helped connect field observations with recommended improvements and energy-saving opportunities. Within months, she transitioned into sales and went on to work in several areas of the energy efficiency industry before joining Gulf Geo.
Her professional credentials include Air Systems Cleaning Specialist (ASCS), Certified Ventilation System Inspector (CVI), LEED Green Associate, NAFA Certified Air Filter Specialist (CAFS), and National Air Filtration Certified Technician Level II (NCT II – Hazardous/BIBO Specialist). Her experience also includes project management, contract administration and negotiations, procurement, energy auditing, rebate administration, business development, and operational management.
Since joining Gulf Geo in 2016, Clare has helped expand the company’s capabilities and manage increasingly complex projects for federal, commercial, and institutional clients. She is proud to work alongside her father and continue building upon the company he founded, combining Gulf Geo’s roots in energy efficiency with its growing capabilities in HVAC, indoor air quality, building systems, and facility services.
Jean Champagne, ADVISOR & CONSULTANT
Jean has been part of Gulf GeoExchange & Consulting Services since 2014, bringing a diverse background in finance, law, business development, and relationship management. Over the years, he has played an important role in helping expand the company’s business development efforts, identify new opportunities, and strengthen client and industry relationships.
Jean’s introduction to the energy industry came while working in finance in connection with the Deepwater Horizon oil spill. That experience sparked an interest in energy efficiency and ultimately led to a partnership with Bruce Hoffman and Gulf Geo. He became particularly involved in the LED lighting and energy-efficiency side of the business, helping the company pursue new technologies, markets, and opportunities as it continued to grow.
Today, Jean serves primarily in an advisory and consulting capacity, providing insight and guidance based on his experience in finance, business development, contracts, and the energy industry. His long history with Gulf Geo and understanding of the company’s evolution make him a valued resource as the firm continues to expand its capabilities and pursue new opportunities.
